Deputies respond to animal abuse case; video available

On August 19, 2024, at approximately 1:50 p.m., Multnomah County Sheriff’s Office (MCSO) deputies responded to a call reporting animal abuse at an apartment complex in Troutdale. The call detailed a disturbing case of cruelty involving a 12-week-old Rottweiler-Bull Terrier mix.
When deputies arrived, they talked to a witness and reviewed video evidence showing that a man, later identified as 25-year-old Merlyn Christopher Blair, was caught on camera abusing the puppy. The footage clearly depicts Blair aggressively kick the dog as it was relieving itself on the grass, and then forcibly yanking the leash, lifting all four of the dog’s legs off the ground.
Later, after learning that he had been reported to apartment management, he approached the reporting witness’ front door and forcefully kicked it. The witness promptly called 911, leading to the immediate response by deputies.
Blair was arrested and transported to the Multnomah County Detention Center (MCDC), where was booked on the offenses of animal abuse in the second degree and disorderly conduct in the second degree. He was released on his own recognizance and ordered to appear in court for arraignment today.
Fortunately, the abused puppy, named Bruno, did not require medical attention. Bruno was initially turned over to Blair’s girlfriend when he went to jail. Today, MCSO deputies obtained a warrant and placed Bruno in the care of the Multnomah County Animal Services.
This incident highlights the ongoing need for vigilance and swift action in addressing cases of animal cruelty. The Multnomah County Sheriff’s Office encourages people to report any suspected animal abuse.
